 名称验证服务。会进行以下处理：
 (1) 从接受的客户端消息中，进行参数提取
 (2) 根据提取的参数类型，判断是进行任务名称的验证还是进行任务组名称的验证操作
 (3) 具体操作处理，主要是验证提交的名称是唯一的
